seurrep, you can use a web based ftp client..
For example:
http://www.net2ftp.com/
You can also deploy net2ftp on your own server, in case you are worried about your login information leaking out..
As for installing themes / plugins through the interface.. it sounds like a very nice idea for a plugin.. I will definitely consider making one myself.
