Resolved. It was a role status – i was logged into the wrong one. Duh. May I repeat:
just ignorant of WordPress. 🙂

Actually, no I can’t check it. I don’t have a users tab, either.
I’ve made the changes to the database – all URLs now point correctly.

The plugins drop down is also missing.
So is my template selection dropdown.
What is there:

Links
Pages
Comments
Profile
Tools
I have no problem doing this outside the dashboard, if someone can help me figure out how.
I am fairly savvy – just ignorant of WordPress. 🙂
