I think the problem is that not everyone knows how to fix CSS for IE8. Surprisingly… the main reason why people choose to use WordPress is because you don’t have to be a developer to use it.
It would be great if theme developers were able to provide resources, guidance or even support in this area for the non-developers using their themes.

I just created a blank menu (a new menu with no items in it) and assigned that to the second menu. It then disappeared. No plugins or CSS changes required.
