The two Asr jamaat time is to facilitate masjid who offers both Asr method on the monthly timetable.

As for the multicity, you can use wordpress multisite to achieve that.
There are plenty of wordpress tutorial on the YT to make it and it is quite simple.

Unfortunately the plugin does not support it out of the box.
However you can achieve it using a multisite architecture.
