2. Assuming it was going to show me how to set the Home and SiteUrl values in myAdmin, yes I’ve done that too. Sorry for not including that.
Also, further research answered my question about the order. I logged into wp-admin after setting the relocate and found I put it too late. Now I’ve put it right after my other defines and I no longer get errors in admin, but it still redirects to localhost.

I’ve wiped and reinstalled WP, even renamed the directory to /blog, and visiting domain.com/blog refreshes to domain.com. I’ve tried hard-coding the URLs in wp-config.php, and tried the define command above as well with no change.
Any other suggestions?
One additional question, you added ‘then login to wp-admin’. Is there a certain order to updating this file?

I’d prefer to not downgrade to 2.3, because the themes I’ve chosen only seem to work with 2.7.
I checked out the link from MichaelH, but didn’t see anything new there. If I missed something helpful, please highlight it for me.
