Thank you for you reply. I’ve looked at the setting where you suggest and it looks like commenting should be turned on, but unfortunately it’s still only working on the title page that was part of the CommentPress installation and not working on newly created pages.
You can see the difference at:

Newly created page: http://library.providence.edu/fhertr/index.php/how-to-engage-with-this-text/ (commenting not working)
