I’ve tried all of those.
Perhaps the error is misleading since I was behind proxy, nevertheless playing around with parameters I’ve discovered that if I set – define( ‘CONCATENATE_SCRIPTS’, false ); also sorts the Media Library issue which lead me to CVE-2018-6389 and using HTTPS sort out the problem.
Without proxy I have no response from server:

It seems that other-pages which uses Media Library will have the same faith.
Something happens while using that specific load-scripts.php
