I appreciate the response.
I am using Office365 mail (Other SMTP) I use this with other sites all running similar configurations and they do not have any issues. It is this one site that is experiencing the issue. I am using TLS, the proper ports, etc.
I should update that emails are actually now being sent. They are just being sent 1-2 hours after the request was generated. Note, I mean sent by the website and not received by the user. The transmission of the email once it is received by the SMTP server is quite rapid.
For whatever reason, the PW reset emails are not triggered immediately, at least on the surface it appears that way as other emails generated by the site after that are showing up in the sent items on the user account configured to send the emails.

I do. There have always been errors and some of them are theme related and occur even in the theme authors demo site. I am trying to figure out if any of the errors are different between the two sites to try and locate the problem.
On the old laptop that I have IE8 on I can’t even debug as it crashes the browser. Using IE10 on my machine and putting it in IE8 mode I can get a better idea. I will have to look through things carefully to see what I can find that is different.
Coding is not my strong suit 🙂
