I have version 6.1.2 with the same issue. But there is no wflogs directory on my server!! Any idea?
The cause for this update failure was due to the file permissions for wp_rsa.pub and wp_rsa being too high (640). I lowered them temporarily to 644 and the update progressed without a hitch.
