Thanks for your help and patience on this.I noticed this started to happen when I upgraded to the most recent version.

My issue is very similar to https://wordpress.org/support/topic/wordpress-seo-yoast-duplicate-site-title?replies=17 with the only difference that I am not using SEO Yoast.
I also deactivated all plugging (just in case) and the issue remained.

“Site Title Test | Tagline Test” twice?? Look at the gray tab title here:
