I completely remove WooCommerce using step as below :
1) Open wp-config.php
2) Add the following code define (‘WC_REMOVE_ALL_DATA’, true);
3) Deactivate WooCommerce and delete WooCommerceThen, I following the way you suggest to install woocommerce as below :
1) Download the latest version of woocommerce from wordpress forum.
2) upload file to plugin folder via FTP.
3) activated woocommerce and complete woocommerce install wizardafter those setup , I add new product and try to checkout , but I have same issue (get spinner until gateway time out ).

I rollback my current website to older version and it are working fine. I provide a demo project url to you , it have same issue after updated plugin and theme.

Yes, I having same issue after deactivated all of plugins (except WooCommerce) and use Twenty Seventeen theme.
