WordPress uses the root url from the option named home and siteurl so if you try access WordPress outside their computer it might get the incorrect path for css and javascript.

you can try manually download WordPress installation file (https://wordpress.org/download/), extract it and replace files of your site. Do not replace wp-config.php and wp-content folder.

when database server is busy and cannot handle incoming traffic then you will get error. You can optimise database performance or upgrade database server.

What do you mean by “register he website to my WordPress account”? Did you mean WordPress(.COM), the WordPress hosting service?
Here we only discuss about WordPress(.ORG), the open source CMS software.
Plugins are stored under /wp-content/plugins directory in WordPress installation. You copy a plugin directory when you want to transfer the plugin.
