Thanks, it was a plugin that was doing this thing.
I have made a “template” for cloning in the network and this plugin when its active it affects and “lock” everything so you need to be a super admin to edit stuffs.

Thanks for pointing me out to the right direction.. My hair was grey and just start to falling of my head.. 😀
