I checked this for you and did not find any open issue similar to what you have reported.
To understand your site and the problem better, could you please share a copy of your site’s System Status? You can find it via WooCommerce > Status.
Select “Get system report” and then “Copy for support”. Once you’ve done that, paste it here in your response.

Hi there,
You cannot block access to the plugin. However, if you block access to admin capabilities, eg edit products, the Shop Manager will not be able to access Products screen.
