Thanks anyone for your suggestions, turns out that wordpress was doing something that was unexpected — I hadn’t realised there was a dark.css file as well, and that’s where the change needed to be made.

Smart people can overlook something, which is all that happened here. It was indeed not a ‘basic css’ problem, as much as a lack of familiarity with the system in question.

It shows you what happens when you assume that someone is stupid, as in this case, you made yourself look like a fool.

p.s. this is wordpress doing something odd that I’ve not run into before, as I’ve changed this value in other themes in other wordpress sites for years, and never encountered the problem..
