I cant these options in you WYSIWYG editor either, Title box does not have these options by default. but if you are using some plugin for that, check it is still active, also https://wordpress.org/plugins/tinymce-advanced/ can help

Hi Sunil, Clicking on the Visual tab like you mention and noting works its like the tab isnt functioning
