Did you read the instructions at https://wordpress.org/plugins/wp-gallery-custom-links/ ? That gives a good summary of what settings to choose to get your links to work correctly. If you are still struggling let me know and I can work with you to troubleshoot.

In reply to: [WP Gallery Custom Links] Link not working – still enlarges imageYour site is using a special plugin for that gallery and not the standard wordpress gallery. Unfortunately we only support the standard gallery at this time. This is why the links aren’t being supported. You could disable the plugin you are using and change to the basic wordpress gallery but may then have to play with the formatting etc to get the look you desire.
