I just upgraded to 2.3.1 and my toolbar is present, but only a few of the icons show up. I got the More, Spellcheck, Help, and Show/Hide Advanced Toolbar. These buttons work. There seem to be some blank spaces (separated by light gray vertical bars) where the button icons should be. The Code and Visual tabs both work.
