Hello!
I have same problem. I use Woocommerce 2.6.9 too and I can not to set location of my shop. Sent you screenshot. 
I am fron Russia, because there only Russian letters. I hope you can understand that I can pick only country of my location, I can`t pick region of country/
Please, help me. I can`t fix it long time.
