Thanks for checking in! I’m so blind, I missed the light and dark option despite scouring the settings for a way to change the look. That’s actually sufficient for me.

@t-p that was step 7.
@april-davis: there’s something missing in this site transfer that should have done all of that for me (I had thought it was when I used the import/export feature of wordpress). I know I can do it and step by step replace all the values and fix all the menus, but if this is all a result of me missing one step I’d rather do that. If not I’ll go through the process of reapplying the design as best I can though I didn’t make the site originally, so that may be a challege.
