Due to the nature of the behavior of the cache and redirection plugins, both plugins cannot exist together. You can only choose one of the plugins to be enabled.
It might be some permission issues. Can you try to reinstall the extension?

Please locate the “wp_options” table in your WordPress database. Find the option with “option_name” equal to “ip2location_redirection_skip_admins”, change the “option_value” to 1.
