I will test more. I am receiving reports from my other team members that the https://www.csctimes.com/wp-content/cache/all//index.html is being displayed by using browserling.com and using windows 7 and chrome.
That didnt fix it. The site I’m working it on now is csctimes.com on chrome. This is in my error log ‘Module ‘memcache’ already loaded in Unknown on line 0′, does that relate?
I tried the solution on http://www.wpfastestcache.com/tutorial/redirection-to-wp-contentcacheallindex-html-problem/. But my homepage isnt redirecting. Here is the redirection portion of htaccess

Yes, deactivating the ad blocker I have on FF fixed the issue. Thank you.
