We’re taking a break for right now, as we’re focused on our paying corporate clients. Hopefully, we’ll have the bandwidth to do an update in the near future.
We actually use this across all our projects (200+ active client projects), so we need and rely on it every day. We’re running the same codebase released here on the wordpress.org repository.
Sorry for the short reply, but that’s about it.

Either way, try renaming the wp-stateless plugin folder. This will disable to plugin if you’re not able to access your control panel.
Regarding the service account permission, this is something you would do within the GCP console website.

We’re in the process of decoupling our compatibilities into separate plugins. This will allow us to iterate much faster. The link you pointed to is our initial attempt at this and is not supported just yet. It will probably be another 6 to 8 weeks until we can roll this out (v4.0), but probably even longer (in reality, double estimated time).
