Yes, your code does do this part, maybe I just not explained well as I assume you know the code details.

Your code has a rule check to check that the text [wpforo] is percent in the page file.
When it’s not found it creates a new page file.

It can not find this code on my page as it’s removed and replaced with code from the theme.

This is my page content, (text when I go in edit page), and trust me the text code-snip [wpforo] is in this text and work even you can not see it.

I kindly ask you remove this check for the code-snip is percent in the page or at least not create a new page what will happen each time I save anything
