I will check with paypal, it seems my issue is with the API Credentials
I recently updated to woocommerce 2.3.11, could it be a woocommerce issue?

My tedious work around has been this.
When ever I need to update a file connected to drop box,
i upload/downgrade to woocommerce 2.3.9.
After I upload and connect all the necessary dropbox files, through Woocommerce Dropbox.
I upgrade back to 2.3.10.
It’s more work than necessary. but it seems to be working. And it keeps my woocommerce up to date.
I hope this work around works for you guys.
