By default my “@” record was set to “http://gregariousjb.com”, not an IP. That’s how NameCheap.com has it set for everyone at first. Anyone wanting to host WordPress on their computers using WAMP, use this extension, and who also want a pretty DNS instead of an IP may have this issue if they don’t set their DNS settings correctly.
Fixed.
It was my DNS records causing the redirect loop. Cory, you may want to mention this in the FAQ.

I just updated to WordPress 4.0. Same exact error in installer-log.txt. Same “Redirect loop” problem with main site.
Not sure if it’s relevant, but along with using Wampserver to host it on my own machine, I’m using a DynamicDNS service via my domain host in order to change my IP to a DNS.
This may be completely unrelated, but when I use “localhost/wordpress” to view my site, it looks fine. When I use “xx.xxx.xx.xxx/wordpress” or “my.dns.com/wordpress”, several images are missing and the search icon is suddenly a “U”:
