Unfortunately there is no way to enable Maintenance plugin for multisite. The plugin is enabled for all sites.

1. Try to resize the ‘Contact Us’ image or make changes in source code.

First upload Zip archive and in your folder on the localhost wp-content>plugins replace your data directory to data from the archive (remove the old plugin and then upload the new one).
