Hello Zeeshansum, sorry about the issue you are having.
What I would advice you do is deactivate your current theme and return to the default WordPress theme, then try to create the new menu again.
If the issue still persists, try rolling back to the most recent backup.
Also, what version of WordPress were you running on before you upgraded to the latest?
And then finally, if all persists contact your web host
Please note: If you are having this issue by trying to create the new menu using the customiser, why don’t you try using the backend of the site
