But, your suggestion to clear the Pods cache did the trick. The “expertise” name became usable again.

I have done this for four custom taxonomies and it works great. But one taxonomy, named “expertise” does not work unless I name it something else. I am trying to clean up whatever is causing that problem.
I suspect the root cause is that I initially created a new post type pod named “Expertise” then, after realizing my mistake, I deleted that post type. It seems there is some residual leftover after the deletion that is interfering. Any ideas on what that might be?
