I went into admin and disabled the gzip option in the reading options and the message went away.

Ok, just reloaded the image browser plugin and everything seems fine. Must be sunspots.

hmmmm…….deleted the entire wp-content directory and reloaded it. Lo and behold I’ve got plugins again. Very strange.

It was the image browser plugin. I took it out but I still don’t get the plugins in my admin session.
