I think I may have fixed both of my problems in one fell, counterintuitive swoop. I clicked the annoying grey box for switching between the mobile and full sites. I was already in full site mode so I clicked mobile again to see what would happen–it got rid of the bar and returned my drop-down menus!
Who knew?!
