Is there currently a scheduled live stream in that channel (i.e. https://www.youtube.com/channel/UCqvjEkH_41m4DYaoNQwk4Bw) ?
If so, can you send the direct link to that stream’s page?
Also, what do you see when you try this shortcode:

You can embed the single videos into a container, so create a grid of containers using what ever formatting approach you want. You can google ways to create grids if you aren’t sure.
Channel based embedding uses the API while Embed single video doesn’t. Perhaps you can provide the short code you entered — and even better, a link to a sample page with the issue.

Figuring this out would probably require an investigation with temp admin access.Do you have a caching plugin enabled? If so then it may be forcing the same display of the GDPR message even after refresh. Depending on the caching plugin, there are sometimes ways to have a workaround; please provide the name of it if you have one, and we may be able to help.

We tried the following in the wizard and did not get any issues:

Check out the embed manually tab of the plugin if you’re not using the pro wizard. You’ll see for example:
