Ok I guess that I forgot to upload that .php file into the /wp-includes/ folder, now when I go to my webpage all I get is a blank page, is the next step the following:
In your browser, navigate to your wp-admin folder so that you can run the upgrade.php script. It may be somewhere like this: http://www.example.com/wordpress/wp-admin/upgrade.php. NOTE: Your path to the wp-admin folder will depend on your installation.
Or do i just login to the admin panel and choose a template?

Maybe that could be the problem that I am not running the newest version of WordPress? Maybe that is why I keep on running into problems when it comes to installing new templates/themes. <twirls her hair at the thought of not noticing this before>

when I went to wp-content there is no sub-dictory called themes, do i have to create it, and when i tried to look in the admin panel there is not tab/button in the field what so ever called presentation screen.
