I deactivated plugins one by one. Cforms was the problem. Deactivating and reactivating fixed this issue.

This issue was a result of not having enough room on the server to update. Once I increased the size everything worked beautifully and I was able to update.

The code you provided seems like it would only allow me to create one background image for multiple links. I am looking for a unique image for each link in the navigation.
