I just had the same thing happen to me. I have hosting through Bluehost and she found the problem being Slimstat. She said she renamed Slimstat and after that my site worked. So maybe if you uninstall the plugin your website should work again.

To add I tested with Opera, Chrome and Firefox with the same behavior. However on my Android phone using mobile Opera web browser it works correctly when scrolling
