This is a known bug, that the incorrect message will appear when you attempt to subscribe, but are already subscribed.
It will be corrected in a future release of Jetpack.

Still not working properly; I AM subscribed, but am getting a message about having blocked all subscriptions. So it seems that the system “works” but is issuing a misleading message. If I unsubscribe, I can successfully re-subscribe. When I try to subscribe again, I am told I have blocked all subscriptions again.

It tells me that I have opted out. When I go to the my subscription page, it clearly shows that I am in fact subscribed. Is this just an error of the check of which state I’m in (already subscribed vs opted out)?
