Manually resetting the plugins thru phpMyAdmin didn’t work. Will try upgrading manually

I did that and I only found .htaccess. No .maintenance
my wp-load.php is just in the /public_html but i can’t seem to find .maintenance. it’s either it doesn’t exist or it’s hidden. i tried using the cpanel and ftp to find the file but to no avail.
this also seems to be my problem…. how do we get hold of the permalink structure? where is it location? which database?
