Hi John,
in PayPal Express Checkout
“Billing address – Require buyers to provide their billing address” is already disabled.

The error code is: 3
And long message is: An error occurred while trying to connect to PayPal: Operation timed out after 5001 milliseconds with 0 bytes received.

I got the same error, and i added the string for the error code.
I got as an error code : 3 (as shown in the attached screenshot)
