Thanks!alexrabe, my DB in UTF8. Description looked fine in all places except singlepic. It’s not database character problem.
@alexrabe: in wp_ngg_pictures all characters looking good in UTF8 and I can read it in Gallery, but not in singlepic. Some days ago I changed collation from Windows-1251 to UTF8 for some tables (and for wp_ngg_* too). But I don’t understand why the Gallery is working as it should.

For my DB collation is utf8_general_ci
