If I understand properly, you would like to have control on when (depending on the vertical pixels) the motion effect will take effect on a section ?
This feature is handled by the viewport control, you can refer to this article for more details.
If the above is not the case but I am misunderstanding the issue, please let us know and we will further check.

Indeed, as we can apply motion effects only on the sections, they do take effect only on its ends.

Currently, Elementor does not have this feature.
If you like, you can submit a Feature Request on Github, which is where we take feature requests.
