Shipping zone must be created under courier setting. For example, I am using Easyparcel plugin as my courier, then the shipping zone should be created under Easyparcel courier setting tab not the default Shipping zone tab. Then the shipping rates will be displayed.

WooCommerce>Setting>Shipping>Easyparcel courier setting.

I reset everything from square one. Problem Solved the difficult and painful way.
