i’v tried all the browsers but still the same problem persists

i’v same problem i’m new to wordpress i installed 2.8 it had an admin dasboard like this

so i upgraded to 2.9.1 rc1 but still it has same dashboard it has no option to post, edit ,theme etc
and when i try to access post.php or themes.php i get ” you do not have sufficient permissions” plz help
