I went into that site and removed all occurrences of “simple image widget” from their sidebars. Like MAGIC, things seem to have started working properly. I am going to investigate further, and I’ll provide another update when I know exactly what’s going on.
nothing that’s obvious to me, aside from the theme it uses – but like I said the problem persists even when I switch themes on it!
and just to confirm, I just “network deactivated” ALL plugins, and the problem persists.
