I changed my theme to Twenty fifteen, deactivated all of the plugins and still not able to upload images.
I have tried the plugin deactivation but not the theme. I will try that and get back to you.

I keep having an HTTP error when I try to upload photos since upgrading to WP4.4.
My file size is 1.32 MB.
I have taken the following steps to resolve the issue to no avail:
*I have cleared all of my cookies and cache.
*I have disabled all of my plugins and it still is giving me the error.
*I have tried both the multi media upload and the browser upload.
