Do you think that it has something to do with media queries? For instance, if I specified min-width: 480px then I could target non-mobile devices specifically. Now that I’m targeting non-mobile devices what next?

Now I’m trying to resolve the issue of the video not reappearing as you resize from smaller screen size (mobile) to larger screen size (desktop). Is this CSS or PHP? How would I go about solving this?
