If you want to use the same theme but change the colors, use this css switcher.
Oh, I’ve read that this Text Control Plugin works but I don’t know for sure.
Disable the Rich Text Editor in your User section.
That should do it.
It may not be compatible with 2.3.1. If you’re using this plug for theming, try this plug-in. It’s compatible with the newest version of WP.
