By “control panel” I think you mean “dashboard” certainly not the cpanel… Okay, in dashboard > settings > discussion I see no button I haven’t seen already 🙂 so…I checked the box “automatically close comments on articles older than [ ] days” and entered 0 in the box. This did not work.
Any other ideas, or am I missing something, here?

Pass your cursor over the line of buttons until the tool tip says you have found “kitchen sink” (near the right end of the button line). Push that button to toggle on and off the second line of formatting buttons. Annoying, I agree.
