I checked again I realized I was in the wrong file to fined line 25. that line is actually as follows:
$event->city = $this->render_i18n_data($event->city);
I still have no clue what to do. I even hid the city in the app, but that made no difference.
I’d really appreciate some help on this.

Magically, Godaddy got it fixed this morning. I’m sure I wasn’t the only one to complain. My guess is their Apache server was to blame. Thanks for your help.
Thanks. I believe it’s their fault as well. So if I try what you say and the new installation works on a subdomain, what do I do then? Can I reinstall WP at the main domain and not lose all my site content?
