Confirming that instructions worked as per
http://codex.wordpress.org/Giving_WordPress_Its_Own_Directory#Using_a_pre-existing_subdirectory_install
Some of the instructions, which were written with FTP in mind, were not relevant as I was using cpanel, but the general idea was there.

It’s worth noting for the record in case someone else is solving the same problem, that the location for the admin page is
http://risk.co.nz/wp/wp-admin/
This simple fact is not as prominently displayed as new users might need!

In the meantime I moved everything up a level, but that did not work. It merely gave a text file!
Next I will try the ‘Using a pre-existing subdirectory install’
