After I deleted all the settings of the Polylang plugin and reinstalled it completely, the issue had been fixed with the top bar. Probably it was caused as a result of the incompatibility between Polylang, OceanWP and the Elementor page builder as I was trying to create a Polylang language switcher button in the top bar with Elementor.
After the reinstall, I had to restore all my multilingual related settings manually, which was a little bit of work. But as a result, now I have a custom top bar with the language switcher just like I wanted. The solution was using a shortcode of the language switcher and inserting it directly into the text field of customizer without the use of a page builder or creating any template.

Thank you for your support.
Your second troubleshooting recommendation with the plugins was successful and made me recognize that the Polylang plugin causes the problem. Now I also remember that at the time when I first experienced the problem, I was about to create a language switcher in the top bar, which is run by Polylang. Probably this caused the issue and not the internet connection drop.
I´ve tried to delete and reinstall the plugin, but unfortunately the problem still exists and I´m unable to put any content to the top bar if the plugin is active. I will also try to delete every data and settings of the plugin and make a fresh install like described here: https://polylang.pro/doc/how-to-uninstall-polylang/. But this takes some more time and work because I will then need to restore all my settings and translations.
If you have any other idea, how I could get rid of this problem while I keep using Polylang, I would really appreciate it. My site supposed to be multilingual and any alternative plugins to Polylang would be too complicated because I built the whole site to this system (Every page and post has a “sister-page” with the other language which is connected to the original one. By clicking on the language switcher the translated page shows up).I don`t know any other multilingual plugin that works the same way. However, this plugin also has another bug related to the media library: it makes every image smaller causing a significant quality lost on the alternative language pages. So, I had to deactivate the media translations and upload all my media twice. Once for each language.

I haven´t provided a screenshots or any other docs, becouse the only thing one could see is a “0” on the top bar. It doesn´t matter what kind of content I´m trying to put there, either shows up a 0 on one or on both sides.
All my templates are published. I already deleted the old one and made new ones. I also tried to create one with the same name as the old “missing” one, unfortunately without luck. The desired content is only shown in customizer correctly. But as soon as I publish it, the preview of the site shows only the zero letters.
I checked it and the font of the icons is enabled under Customizer > General Options > Performance. Nevertheless, the standard social icons don`t work either.
Again, the only thing still possible is switching off the entire top bar. If it´s on, I can only see one or two zero letter(s). Regardless of the content or template.
